1:30 – 2:30 p.m.: Keynote/panel – New policy overview, why it’s important

Speaker: Rachel Wagoner, Executive Director — Circular Action Alliance, California

Rachel brings more than 25 years of experience in sustainability, recycling, and environmental public policy in California. In her role, Rachel supports all aspects of CAA’s California program including supporting producers, collaborating with local governments, helping communities and haulers deploy recycling services, engaging with critical stakeholders, and building capability. 

Prior to joining CAA, she was the director of CalRecycle, where she was responsible for overseeing and reforming CalRecycle’s long-standing recycling and waste management programs, building EPR, disaster debris recovery, and organic waste recovery and recycling programs. She was also the architect for California’s first ever, statewide Zero Waste Plan. Prior to leading CalRecycle, Rachel was deputy legislative secretary to Governor Newsom, advising on energy, environmental protection, natural resources, agricultural and communications legislation on behalf of the Governor. She also spent more than 20 years working as a committee consultant to the California State Senate.

Topic areas for interactive discussion:

  • What new packaging regulations/policies mean for your company
  • What challenges and barriers are preventing your organization from complying with new regulations/policies
  • What solutions is your organization pursuing or creating to become compliant and move to more sustainable packaging

Discussion format:

  • Experts share their insights on first topic area via moderated panel discussion (15-20 min)
  • Attendees share their thoughts on the first topic area via a facilitated discussion at their roundtable (10-15 minutes)
  • Repeat for topics 2 and 3

4 – 4:15 p.m.: Solutions Share Out

  • Following the roundtable discussion for topic 3, each table shares a key solution idea to the larger group
